CCDC/IUCr Journals proposal 4: capturing information about experimental facilities

Dear Core CIF DMG,

As nobody has any further comments, I think we can state that the Core DMG
agrees with this proposal.  As a technical issue, these datanames should
have dotted form, and should be defined in DDLm, as that is our standard
dictionary language. The practical use will not change, of course (there is
no impediment to using dotted datanames in a CIF1 format file, for
example).  I will create an issue in the core CIF Github repository (
https://github.com/COMCIFS/cif_core/issues) to track this update.
