[computing] Impact of postponed GA on Commission membership

Dear Commission Members and Chair,

As you may be aware, the Executive Committee are discussing the
possibility of postponing the General Assembly to 2021 along with the
Congress. The IUCr Statutes and By-Laws talk in terms of "periods
between General Assemblies" rather than specifying numbers of years, so
it is not a problem for Commissions that are working well to continue as
they are for an additional year. However, if a Commission feels that
things are not working and they would like to make changes, or if a
Chair or Member wishes to step down, that can be done according to
Statute 8.2:

_8.2. The Chairs and members of the Commissions are elected at each
General Assembly. Subject to the approval of the Executive Committee,
Commissions may co-opt further members during the periods between
General Assemblies, and may fill vacancies arising from resignation,
death or other cause. Members (but not Chairs) may be nationals of or
residents in a Country not adhering to the Union._

You would just need to inform the Executive Committee via the Executive
Secretary or your EC representative of your wish to make a change in
2020.  In exceptional cases, an email ballot of the National Committees
on a small number of matters could be a possibility without the need for
a full General Assembly in 2020.
