Expanding the role of CITATION category

Dear Core CIF experts and users,

Please note the following request:

The current definition of the citation category suggests that it is for
listing the citations in a journal article. Some dictionaries may wish to
simply list citations that are relevant to the object being described (see
for example COMCIFS/TopoCif#13
<https://github.com/COMCIFS/TopoCif/issues/13> ). Are there any objections
to dropping the apparent restriction of citations listed in a data block to
being only those appearing in a publication corresponding to that data
block?

As this may be of particular concern to the journals, I have included Brian
McMahon also in this email.

Please provide any comments on this either in reply to this email or via
the corresponding Github issue (
https://github.com/COMCIFS/cif_core/issues/80). You should also feel free
to comment on any of the other issues in the issues list.
