New dataname _audit.schema and associated proposal

Dear Core DMG,

Please consider the following proposal for introducing a way in which
previously unlooped datanames may be looped.

The usual 6 week period for comment and approval/rejection applies. Silence
is taken as assent. If approved, the proposal, as amended by us, will be
presented to COMCIFS for final approval.
