Information on _audit.schema/formalism to be distributed to CIF programmers

Dear COMCIFS,

Now that we have approved two new data names that control changes in
behaviour of other data names (see
http://www.iucr.org/__data/iucr/lists/comcifs-l/msg00742.html) we should
advise CIF programmers (via our mailing list and website) of the existence
of these data names. I have written a draft document outlining the use of
these data names which you can view at
https://github.com/COMCIFS/comcifs.github.io/blob/master/advice_to_CIF_programmers.md

Please let me know of any improvements, corrections, more FAQs etc.
