A managed phase-out of DDL1 dictionaries

Dear COMCIFS,

With the arrival of DDLm dictionaries, the old DDL1 dictionaries need to be
phased out. Antanas Vaitkus has volunteered to oversee this process, and
the plan and rationale can be read at
https://github.com/COMCIFS/cif_core/issues/22#issuecomment-292476543

Essentially, where DDLm semantics do not precisely match DDL1 semantics (as
has happened for some symmetry datanames) the DDL1 semantics will be
corrected. In parallel, the DDL1 dictionaries will be prominently marked as
deprecated and after a nominal period (say 2 years) maintenance will cease
and links to the dictionaries will be removed (although their historic URIs
cannot be changed and so they will not be removed).

If any of you see an issue with this, please comment.

best wishes,
James.
