Minor upgrade to CIF core dictionary

I have prepared a small upgrade to the current core dictionary, to allow new procedures for structural papers in Acta Cryst. Section E to be handled smoothly. This entails one new data item, _publ_section_related_literature, and an extension of the enumeration list of another, _publ_requested_category. These changes will boost the dictionary version number to 2.3.2. Below is a simple diff against the previous version, to show how little has changed.
